Sure gutters and margins can be in percentages as well, or fixed if that’s what you want. When you have a layout where all three (gutters, margins, and columns) are all in percentages, it would almost be the same as shrinking an image down proportionally (with the text wrapping of course). It might not look as good, but you can certainly do it.
